LOCAL PLAN CONSULTATION CLOSES TUESDAY!

The consultation period ends at 5pm on Tuesday 19th March. This is your best chance of influencing house building in Four Marks between now and 2036. Please take it!

EHDC’s objective in setting the Local Plan is to fix, as far as possible, housing and traveller permissions for the next 17 years through having a legally defensible 5 year supply of building land; stopping developer’s speculative proposals and also stopping any future local objections to building through having “consulted” with you now.

IF YOU DON’T OBJECT NOW THEN YOU WILL LOSE YOUR CHANCE FOR 17 YEARS!

Our issues with the Local Plan start with the Interim Local Plan Sustainability Appraisal. Under “Appraisal of the plan as a whole” 9.128 it states that: Broadly, housing growth is well distributed, largely avoiding over concentrations at settlements which have had seen most significant recent growth (particularly Four Marks and Clanfield).. and indeed Four Marks has! A House of Commons review described it as “under siege” from developers in 2014/15.

Despite this – the paper describes four “options” and then goes on to recommend Option 4 which is “max growth” in Four Marks. It then selects the largest potential site, 150 houses at Barn Lane, available in Four Marks. It seems that EHDC planners and the Council are determined to stuff Four Marks yet again!

There are lots of challenges that can be made to this document that underpins the Local Plan. Why for option 4 did they include a “max growth” scenario for Four Marks and take the lowest growth scenario for Alton ( 455 houses vs – high growth 1460 houses). Alton is far more suitable having rail links, employment and town centre shopping?

Moving onto the Local Plan itself – the site is put forward as being suitable for residential purposes. However it is on the edge of the village, outside the existing settlement boundary and has many disadvantages that resulted in the planning application being refused in 2014.
